The team at Queen Margaret University was commissioned by WHO to deliver the study on which the presentation is based. It talks to an important issue for resilience – the extent to which they can manage their resources with flexibility, which is well documented to be crucial in responding to shocks and stressors. While autonomy has been more commonly granted to hospitals and higher level facilities, this area is much more neglected at primary care level, which is the focus of this presentation.
