Health systems in limited statehood areas: stretching the boundaries of health governance – a video

Professor Fouad Fouad spoke to staff and students at Liverpool School of Tropical Medicine in March 2025 on the topic of health systems in limited statehood areas. In his presentation, Fouad explored how conflicts have created regions of limited statehood, where governments struggle to provide essential services, leaving millions – especially internally displaced people – without access to healthcare. From Syria to Gaza and Myanmar, de facto authorities control vast areas, reshaping the traditional idea of sovereignty and the ability to deliver medical aid.

So how do we ensure healthcare reaches those most in need?
